In 2000-2001, I worked with Northwestern's College of Arts and Sciences to compile all of their handbooks into one student handbook, and to put it on the web in a semi-interactive format. We didn't have the budget to hire a database coordinator at the time in order to make it truly searchable and dynamic, so I built a tabbed series of flat html files as a 'beta version' to use while they were waiting for funds. The goal of the project was to be easy-t o-navigate, accessible to off-campus dial-up connections and to be visible in pre-4.x browsers.
